Mr. Brian Hagan - President, Rocky River City Council, City of Cleveland Water Commissioner J. Christopher Nielson made a presentation on February 5, 2007 to council that mirrored information that was printed on a power point handout he gave to mostly everyone that night.   That read,

I understand that Cleveland will replace when needed, 'main water main connections' in Rocky River in return for Rocky River approving said agreements.

It appears to me Rocky River is giving Cleveland a lot more in return.

Council President Brian Hagan and Council Members,  I, Fred I. Sokol As A Resident and a Taxpayer of the City of Rocky River respectfully urge you to vote NO on the "Proposed Regional Water Service and Economic Development Agreements" that were presented to you on February 5, 2007 at your Rocky River City Council Hearing - or any amendments of said agreements.

Furthermore Mr. Hagan I would like you to contact me and tell me what you see as a plus for Rocky River, if said Rocky River/Cleveland Regional and Water Agreements are approved by Rocky River Council.

Fred Sokol will ask Rocky River City Government for 'all' Public Record ...

 

  • Pursuant to Ohio Revised Code 149.43 (B), from the City of Rocky River regarding the Rocky River/Cleveland ‘said agreement’ that will include ‘income tax sharing’ and ‘regional cooperation’ with Cleveland.  Why?

 

  • To see who in Rocky River brought this ‘regionalism agreement’ to Rocky River Council anyway.  

 

  • I will expect an answer from my ‘request for public information’ before the Rocky River/Cleveland Agreement meeting on Monday, February 5th.   That will take place in Rocky River.

 


 

December/2006

Next week a letter will go out asking Rocky River residents to volunteer to be a part of the 'vote sokol committee' for Fred Sokol for Mayor 2007. 

Committee Positions such as media, message, volunteers, publicity, signs, poll workers and a 'campaign manager'. 

As I mentioned this morning to you Tom, there are no I's in Team!   We are in it together. 

Lakewood Jaycees taught me a very important point!  That is, WORKING TOGETHER.

'An agreement' between citizens on how they and their government should act.  Example: "Rocky River's Charter."

  1. Will our 'Rocky River Social Contract' (Charter) that citizens agreed on in 1960 - that directs our city government to protect "The Health, Welfare and Safety" of Rocky River citizens - continue?

 

  1. Or will that ‘social contract’ (agreement) be pushed aside by Rocky River city government - and then will Rocky River city government ‘serve’ “The Health, Welfare and Safety" of a ‘Regional Cleveland Megalopolis’?

 

  1. Will ‘Of, By, and For The People’ eventually become ‘Of, By and For The Regional Cleveland Megalopolis’?

 

  1. Will the ‘individual resident’ of Rocky River eventually become just a part (of it takes a village) for 'The Regional Cleveland Megalopolis’?

 

  1. Will our Rocky River 'elected officials' defend our ‘Rocky River Sovereignty’ or surrender to ‘The Leader of the Regional Cleveland Megalopolis’?

"Does The Rocky River Charter allow council to pick a new Rocky River Mayor to start another elected mayor's 'new term'?

In my 'non-attorney' opinion.  I don't think so.  Read Article II - The Mayor Section 1. Term and Section 4 Vacancy and Absence in office of Mayor.  You be the judge!

ARTICLE II - THE MAYOR

SECTION 1. TERM.

The Mayor shall be elected at the regular municipal election in the year 1961, and every second year thereafter, for a term of two (2) years. His term shall commence and he shall assume office on the first day of January following his election and shall serve out his term or until his successor is elected and qualified, whichever occurs last.

SECTION 4. VACANCY AND ABSENCE IN OFFICE OF MAYOR.

(b) Vacancy. In the event the office of Mayor becomes vacant for any cause or reason, the President of Council shall become Acting Mayor until the Council meets and appoints, by a majority vote of all members, a person to serve as Mayor. Such appointment shall be made within sixty (60) days of such vacancy. Such appointee shall qualify under Section 2 of this Article and shall hold office and serve for the unexpired term and until a successor is duly elected and qualified. During the period until such vacancy is filled, the President of Council shall not cease to be a member of Council, but the President pro tem shall preside at meetings of Council. If the Council fails to fill such vacancy in the office of the Mayor within said sixty (60) day period, the President of Council shall become Mayor and his seat on the Council shall thereupon become vacant to be filled in accordance with the provisions of Article III, Section 7 of this Charter.

Rocky River resident, Fred Sokol has already contacted Rocky River City Government to account - for the  ‘.6 BILLION DOLLARS’ OR ($610,263,582.99) SHOWED IN THE CITY OF ROCKY RIVER’S ‘PROPOSED SPENDING BUDGETS’ FROM 1990 TO 2006.  (Rocky River City Government Proposed Spending Budgets - 1990 through 2006)  As a Rocky River Taxpayer - I will find out where our money went!


THE 2006 - $54,706,230 ROCKY RIVER CITY GOVERNMENT BUDGET HAS BALLOONED to 145% more than Rocky River's 1990 Budget. See RR 2006 Proposed City Budget!


ROCKY RIVER CITY GOVERNMENT IS CONSIDERING TO 'PRIVATIZE' FOUR (4)GARBAGE TRUCK DRIVERS AND ONE (1)FROM ROCKY RIVER'S SERVICE DEPARTMENT.  The Union that represents the City Service Department workers is opposing the move and has filed for arbitration.


ROCKY RIVER 'ETHICS AND CAMPAIGN REFORM' CHARTER ADDITION - WAS PROPOSED BY FRED SOKOL.  He will petition Rocky River citizens to sign petitions - to send it to the Rocky River Ballot. See RR Charter Proposal

CITY OF ROCKY RIVER PICKS UP THE 'PRIVATE GARBAGE' OF LUTHERAN WEST HIGH SCHOOL - AT NO CHARGE!The School is in Rocky River, Ohio.


APPARENTLY THE ROCKY RIVER WASTE WATER TREATMENT PLANT HAS SENT '1.25 MILLION GALLONS' OF UNTREATED WASTEWATER INTO LAKE ERIE.  Rocky River Waste Water Treatment Plant Official wrote, "Since the storm tanks have been placed into service, the WWTP has bypassed a total of 1.25 million gallons of untreated wastewater, a 99.8% decrease."
