ROCKY
RIVER CITY SCHOOL DISTRICT - 10% SOLUTION!
To: Rocky River
City School District, Rocky River City
Government, Rocky River Business Community and
Fellow Residents,
There are three (3) things Rocky
River City School District must do to be successful and
financially solvent:
(1.)
WIN SUPPORT OF ROCKY RIVER VOTERS.
(2.)
CUT 10% OF SCHOOL EXPENSES ACROSS THE BOARD.
(3.)
IMPLEMENT ‘INDEPENDENT CITIZEN OVERSIGHT COMMITTEE’.
(1.) WIN
SUPPORT OF ROCKY RIVER VOTERS.
The
city schools raised the ire of Rocky River taxpayers recently
when
they requested re-assessment of
New Rocky River Home Purchases for
2004 - and potentially raise these homeowner’s taxes. Bad
Move!
So
much a ‘bad move’ the city schools withdrew their request for
re-assessment of new Rocky River home purchases for 2004.
There is one thing I would like to say to those in the Rocky
River City Schools who may wish to re-involve themselves in
requesting re-assessment’ of new Rocky River home purchases
in the future.
“YOU HAVE A RIGHT TO SPEND OUR MONEY. WE HAVE A RIGHT
TO LIMIT YOU!”
Fred I. Sokol – July 2, 2006
What do I mean by that?
Previously, I made it very clear to The Rocky River City School
District - if they continued to request re-assessment of new
Rocky River Home Purchases.
I
would start on September 5th, 2006 - to move on a
Rocky River charter addition that would ‘Limit Rocky River City
School District Spending, Taxes and Surplus’.
Yet, I
withdrew my effort to Limit Rocky River City School District
Spending, Taxes and Surplus. Because the Rocky River
City School Board on Thursday June 29th, withdrew
their request for re-assessment of new Rocky River home
purchases for
2004.
Yet, I will closely monitor The Rocky River City School
District to make
sure – they don’t again request re-assessment of new Rocky River
home purchases – in the future.
If
the schools do, I will bring back the Rocky River Charter Amendment to Limit the Rocky River City School District
Spending, Taxes and Surplus.
PLEASE NOTE:
My effort is now
only directed at ‘Limiting
Rocky
River City Government Spending, Taxes and Surplus’.
My effort towards Rocky River city
government starts on
September
5, 2006.
Finally, to get taxpayers to support The Rocky River City School
District
- the schools must stay out of taxpayers' lives.
Just educate the children.
In
closing, the Schools should also be more careful, thoughtful and
tactful in how they proceed in new ventures.
If
the schools involve residents in the ‘decision making process’ -
they will have a better chance to win support of
Rocky River voters - not fracture that support.
(2.) CUT 10% OF ROCKY RIVER SCHOOL (A.) OPERATING EXPENSES
(B.) BUILDING
EXPENSES ACROSS THE BOARD.
(2A.)
CUT 10% OF ROCKY RIVER SCHOOL OPERATING EXPENSES:
Approximately 80% of Rocky River City School District’s
'Operating Expenses'
comes from employees.
Chop approximately 10% of employee expenses. Allow
employees to retire
if they wish – no layoffs – and no new hires! Until
10% cut
is reached.
Approximately 20% of Rocky River City School District’s
'Operating Expenses'
comes from non-employee expenses. Yet Books and
Educational Materials are important for students.
Cut 10% from non-employee 'operating expenses'. Books and
Educational materials for students - should not be cut.
(2B.)
CUT 10% OF ROCKY
RIVER CITY SCHOOL ‘BUILDING EXPENSES’
ACROSS THE BOARD.
Is there a new Rocky River City
School Building in the future? If there is, forget it!
Cut ‘school building expenses’
and save taxpayers money – by
rehabilitating a ‘past school site’. Rather than tear
down and build a new super structure.
So taxpayers - will see that the Rocky River schools are trying
to save money.
Rocky River City School District should consider using 'Old
Beach School', 'Old Wooster School' or 'Old Goldwood School
Building'- as potential new Rocky
River School Buildings!
Perhaps The Rocky River City School District Offices could be
moved to an office building from The Old Goldwood School
Building. To make room for more school children?
If followed, I believe the
savings in Rocky River City School Building Expenses would far
exceed - 10% per year.
(3.) IMPLEMENT ROCKY RIVER - INDEPENDENT CITIZEN OVERSIGHT
COMMITTEE.
Implement a citizen advisory group (made up of a cross-section
of residents from different walks of life) - created to monitor and
support the Rocky River City School 10% Solution – to its
completion.
To suggest and
steer future school programs and school goals
that benefit both students and the community.
Communicate
these school efforts to the community.
TO DO NOTHING, IS
NOT AN OPTION!
Thank You!
