LIMIT ROCKY RIVER CITY GOVERNMENT SPENDING, TAXES AND SURPLUS!

To: Rocky River City School District, Rocky River City Government, Rocky River Business Community and Fellow Residents,

STARTING SEPTEMBER 5, 2006 - I Will Move To Put A Charter Addition – That Will Limit Rocky River City Government Spending, Taxes and Surplus. (see proposal)

Then Put It Onto The November 6th, 2007 - Rocky River Municipal Election Ballot.  The same day that I plan to be on the ballot for Mayor of Rocky River!

‘LIMIT RIVER GOVERNMENT SPENDING’ will be my mayoral campaign theme to promote my 'charter addition' and also the reason residents will want to vote for me for Mayor.  Why?

ROCKY RIVER TAXPAYERS CANNOT SUSTAIN THE GROWING FINANCIAL NEEDS OF THE ROCKY RIVER CITY GOVERNMENT!

1.     ‘.6 Billion Dollars’ or ($610,263,582.90) has showed in the City of Rocky River’s ‘Proposed Spending Budgets’ from 1990 through 2006.  - Is there an 'elected Rocky River official that is on the learning curve' – that can account for - where every penny of our tax money went to? - Or are city officials willing to support limiting city spending in a charter addition?  If not, it’s time to limit city spending.

2.     A 145% increase in Rocky River's 'proposed spending budget' from the 1990 budget of $22,290,058 – to the 2006 BUDGET of $54,706,230.00.  (Rocky River City Government Proposed Spending Budgets - 1990 & 2006)  - Is there an 'elected Rocky River official that is on the learning curve' – that can explain why Rocky River City Government Budgeting increased by 145%?  Did the city employee's incomes increase  by 145%?  If not, what was the money spent on?  - Or are city officials willing to support limiting city spending in a charter addition?  If not, it’s time to limit city spending.

3.     A 1.6% increase only - for Rocky River’s ‘population’ - from the 1990 population total of 20,410 – to the 2000 population total of 20,735. (U.S. Census 1990 & 2000)  - Is there an 'elected Rocky River official that is on the learning curve'  that can answer why -     Rocky River City Government officials were not fired for proposing spending budget totals that increased 145% while the Rocky River population increased approximately only 1.6%?  - In a 'professional private corporation' the people including 'The CEO' in charge would all be fired.  - Or are city officials willing to support limiting city spending in a charter addition?  If not, it’s time to limit city spending.

4.     $245,473,395.98 has showed in the City of Rocky River’s ‘Proposed Spending Budgets’ from 2002 through 2006.  - Is there an 'elected Rocky River official that is on the learning curve' – that can account for where every penny of our tax money went to - in the last five (5) years - Elected city officials should easily tell Rocky River taxpayers why Rocky River City Government proposed 'spending budgets' averaging approximately $49 million a year - in the last five (5) years!  - Or are city officials willing to support limiting city spending in a charter addition?  If not, it’s time to limit city spending.

5.     $91,016,559 was the combined ‘budget total’ for government employee (1.) salaries (2.) fringe benefits - proposed by Rocky River City Government – from 2002 through 2006.   "Is there an 'elected Rocky River official that is on the learning curve' – that can explain. (1.) Who are now and were employed by the city of Rocky River? (2.)What was the reason for these said city employee's hiring? (3.) How much in salary and fringe benefits did these city employees make - both presently and for past employees that once worked for the city of Rocky River in the past five (5) years? - 'So We the Taxpayers of Rocky River' can understand where on an average of more than $18 million dollars per year went to whom and why?  In my opinion - No ‘Professional Private Business’ would stand for these wage numbers!   - Or are city officials willing to support limiting city spending in a charter addition?  If not, it’s time to limit city spending.
