My Fellow Rocky River Residents,

The Rocky River Mayor is the ‘chief law enforcement officer/chief executive’.  Who sets city policy/makes decisions and ‘can benefit’ you, your family or your business in River.

That is why I seek to be Mayor of Rocky River and be on the Rocky River ballot for Mayor Tuesday, November 6, 2007 and win.  So ‘I can help you live better’ in Rocky River!   

How?  I will help you, when you come to me if you have a problem, concern or want things done to better Rocky River.  I will also bring you, Less Tax, Less City Government, More Freedom and my following Priorities, Values, Strengths.  I’m your friend, God Bless!

1. ROCKY RIVER POLICE DEPARTMENT CITIZEN OVERSIGHT:  As Mayor: I’ll form an ‘Independent’ Rocky River Citizen Oversight Safety Committee.  To oversee/correct any possible procedures/actions of the Rocky River Police Department that may be brought to my attention as Mayor along with a committee of five (5) ‘independent citizens’ (picked by me).  By any resident that may have a concern about Rocky River’s Police Department.  This will not be a ‘toothless committee’.

2. FRED SOKOL’S VALUES AS MAYOR AND AS A PERSON:  I am Pro-Life (I support all human life from conception to the grave.) I’m Pro-Family, Pro-Individual, Conservative, Fiscally Conservative.  I’m ‘A Candidate’ that will serve all residents and taxpayers and a friend you can depend on.  I’m inspired/guided by sayings, “The People Shall Lead, and the Leaders Shall Follow.” & “To Serve Humanity, is The Best Work of Life.”  I also Believe in God and Country, Freedom, The U.S. Bill of Rights, American Self Determination, Responsibility, Strong, Kind and Ethical Leadership and “I Will Never Turn My Back On My Own!”  Why?  “We Are All Equal.” and “We all have ‘A Right’ to good city government.”

3. LESS TAX, LESS CITY GOVERNMENT, MORE FREEDOM:  for Rocky River residents, seniors and businesses so they can afford to keep their homes and businesses.  I also want Rocky River Public Schools and City Hall to cut spending so we can cut taxes, cut school waste, shrink city government.      

4. IMPLEMENT ‘CONTRACT WITH RESIDENTS’: (See Below) to benefit all in Rocky River.

5. GUARANTEE JOBS FOR ROCKY RIVER RESIDENTS: Rocky River residents want to work and will.      

6. NO NEPOTISM, NO FAVORITISM AT CITY HALL, AND NO MORE REGIONALISM IN ROCKY RIVER.  I’m not controlled by any special interest and not by those who want Rocky River regionalized.

7. I’LL BRING STRONG LEADERSHIP TO ROCKY RIVER.  I’ll stand up to anyone who tries to stop me from doing ‘the peoples business.’  The people will be protected not preyed on.   I’ll work for them.

8. TOWN HALL MEETINGS IN OUR CITY NEIGHBORHOODS.  I’ll meet people on their streets, in their neighborhoods and where they meet.  I’ll ask/respond to what Rocky River residents want done. 

9. WARD COUNCIL MEMBERS AND WARD RESIDENTS WILL BE GIVEN MONEY/POWER BY CITY HALL:  to ‘maintain’ their own ‘local wards’ as council members and ward residents see fit, not city hall.  

10. (A.) HANDOVER ROCKY RIVER WASTE WATER TREATMENT PLANT: to ‘Northeast Ohio Regional Sewer District’.  (B.)  LEASE ROCKY RIVER COMMUNITY/RECREATION CENTER: to a private ‘fitness /recreation’ business and make money for city.  Why should facilities be subsidized by taxpayers?

My name is Fred Sokol, and if ‘YOU’ want a ‘Full Time Mayor’ at city hall (1.) that helps, not turns their back on residents in their need for ‘fairness in the enforcement of the law’ (2.) that protects, respects, supports and truly works for the people with an ‘open door policy’ at his ‘Mayor’s Office’ (3.) and will not push a panic button on you if you visit city hall (your hall).  I ask your support.

Fred Sokol’s “Contract With Residents”

1.     LIMIT TAXES, SPENDING AND SURPLUS OF ROCKY RIVER CITY GOVERNMENT.  REFUND EXCESS 'SURPLUS MONEY' TO TAXPAYERS.  An approximate ‘.66 billion dollars’ or ($661,496,781.99) has showed in the City of Rocky River’s ‘proposed spending budgets’ from 1990 through 2007.   I want Rocky River City Government 'limited' so they will spend less, and taxpayers keep more.  Voters will eventually decide this!  (Information from Rocky River City Council and Rocky River Finance Office)

2.     CUT CITY INCOME TAX - FOR ALL ROCKY RIVER RESIDENTS AND BUSINESSES – If, on the first day of the fiscal year, Rocky River city government’s ‘Budget Reserve Fund’ exceeds twenty percent (20%) of the aggregate city expenditures for the preceding fiscal year, all money in excess of these amounts shall be refunded by The Director of Finance for the city on a pro rata basis to all individuals who paid Rocky River Municipal Income Tax in the preceding calendar year.  Rocky River Residents and Businesses deserve and need it.  Voters will eventually decide this as well!

3.     GUARANTEE JOBS FOR ROCKY RIVER RESIDENTS – I want Rocky River City Government to require contractors who work on 'city government funded projects' within the city - to hire Rocky River residents for 'a minimum' of 20% of the jobs.  In which the contract is - or above $100,000. 

4.     PROTECT ROCKY RIVER CITIZEN’S RIGHTS - (1) City Hall once considered a ‘criminal trespass law’ for almost anyone walking on a Rocky River Private or Public Lawn (like a city park) - without permission first.  (2) City Hall once considered restricting citizen speech at council meetings. (3) I UPHOLD THE FOLLOWING: 'The United States Declaration of Independence' "that all men are created equal".  (4) 'The United States Constitution' "We The People" (5.) 'The United States Bill of Rights' guaranteeing 'The Rights' of every American, (6) 'The Ohio Constitution and The Ohio Bill of Rights' guaranteeing 'The Rights' of every Ohioan.  (7) I uphold 'The Charter of Rocky River'.   We are a country of laws not special interests!  (8) Finally, those in 'public service' who 'violate the rights' of fellow residents and who serve special interests not residents, don’t belong in public service and should resign!  

5.     EQUIP ROCKY RIVER FIRE AND POLICE – I want to see a new ‘around the clock’ fire substation in the Beach Cliff Area and Northern part of Rocky River.  I want all Rocky River Arson Fires solved as well and if not, I want to know why.  I want to see Rocky River Police 'foot and bike patrols' in the neighborhoods.  Crime never sleeps.  I feel an added police motorcycle is not enough.  Wouldn't you like more police and fire protection?  WOULDN'T YOU LIKE TO SEE FEET ON THE STREET? 

6.     'INDEPENDENT AUDIT WITH CITIZEN OVERSIGHT' YEARLY - From 1990 to 2007 an approximate ‘.66 billion dollars’ or ($661,496,781.99) showed in the City of Rocky River’s ‘proposed (spending) budgets'.  I want to find out where every nickel and dime of the taxpayer’s actual money went.  (Who got what?) from 1990 to the present - and for every year after.  I want all 'Rocky River City Government' financial information from 1990 through 2007 on the City of Rocky River's Website.  WOULDN'T YOU LIKE TO KNOW 'WHO GOT WHAT' OF YOUR TAX MONEY?

7.     VOTER APPROVAL OF ZONING CHANGES IN ROCKY RIVER – A major Rocky River Master Plan is now unfolding.  I want residents to know and decide ‘zoning changes’ that affect their home, neighborhood – and throughout Rocky River.  This does not include variances. 

8.     HELP NEEDY ROCKY RIVER RESIDENTS - WITH NEW 'COMPASSIONATE PROGRAMS' – There are many in need in Rocky River - yet afraid to ask for help.  We may know and want to help that someone.  Residents who are in need in my opinion are the weakest of the weak and need fellow residents with 'big shoulders' to lift them up.  I want all residents in need, helped.

9.     ESTABLISH CITIZEN SAFETY AND HEALTH BOARD - (1) I want to find and remove - all safety and health hazards that threaten Rocky River residents.  (2) Do 'gas lines and electric lines' run together in Rocky River's sewer lines?  If so, does the law allow this?  (3.) Is there an 'old (not used) city dump' on Lake Road across from Bradstreet’s Landing since 1948?  If so, I want it removed!  (3.) PUT A 'NEW' ROCKY RIVER FIRE SUBSTATION - IN THE REMOVED WASTE SITE'S PLACE - FOR PROTECTION OF RESIDENTS.  (4.)  Also, as Mayor I will have a Rocky River Police Department Citizen Oversight Committee made up of myself as Mayor and five (5) Independent Citizens, picked by me.

10. REQUIRE (REGULAR) TOWN HALL MEETINGS IN WARD AND NEIGHBORHOODS – I want to see citizens plan, decide and carry out our Rocky River future – not power elite!  WE ARE GOING TO GO BACK TO OUR 'ROOTS' AS AMERICANS ON THIS ISSUE!
