     "The Mayor, the 'Mayor Appointed' Finance Director and a Rocky River City Council Member approves how much of our tax money is invested."

133.03 TREASURY INVESTMENT. 

 

a) A Treasury Investment Board shall be established and shall consist of the Mayor, Finance Director and one member of Council who shall be appointed by the President of Council.

 

b) All such monies which will be available for the investments are to be first approved by this Board.

 

 

Can ....... The Rocky River City Charter'

give the Mayor control

of millions of our tax dollars?

 

 " The major complaint about the charter concerned a section empowering the mayor to appoint a finance director, who is elected at present as city auditor for four years.  "Critics contended this gave the mayor control of an important aspect of city affairs."  (from Cleveland Plain Dealer, Wednesday, September 21,1960) "Rocky River Voters Pass Charter Plan"

SECTION 1. GENERAL PROVISIONS

 

    " There are herby created and established a Department of Law, a Department of Finance and a Department of Public Safety-Service.

      ............. Each Department shall be administered by a director who, with the exception of the Director of Law who shall be elected, shall be appointed by and serve at the pleasure of the Mayor."
