A Message For You .......   

     I created my "Rocky River Frequently Asked Questions Page" to share with you the Questions I have been given and the Answers I have given in return to hundreds of Rocky River Residents throughout the years of my citizen service in Rocky River. 

    I respectfully thank and dedicate this page to Rocky River residents I met and didn't meet for their kind questions and to whom I enjoyed giving answers to.

Rocky River needs interested citizen's like you that want to do something to make Rocky River better. 

      To get involved, I suggest you start attending "civic organization" meetings such as, Chamber of Commerce, League of Women Voters, Kiwanis, City Council Meetings or volunteer with us at www.rockyriverfred.com and click [volunteer signup form] hyperlink at left side.

      

      Attendance to these meetings will educate you about issues important to Rocky River's future. 

     

      Next, begin to voice your new ideas to better Rocky River at a meeting.  This will help you share your ideas to better Rocky River with fellow residents who think like you. 

      

      Finally, by attending and speaking at meetings you become involved in the community process.   Not only will you advance new civic ideas and solutions to old city problems to fellow citizens.   You become a part of the process that rectifies that problem.

   Yes we can beat Rocky River City Hall and Rocky River citizens have done it in the past.   Apparently people who say, "You can't beat city hall" are people from city hall!

       I have attended more than 11 years of Rocky River City Council Meetings.  I have observed or been a part of fellow citizen's oppositions that stopped unpopular ideas proposed or considered by Rocky River city hall.  

 

1993 - Rocky River City Hall proposed/considered and citizens stopped  - City Halls’ attempt to build a "regional minimum security jail" in a Rocky River residential/business district. 

 

1994 - Rocky River City Hall considered and citizens stopped - an attempt for a McDonald's built at Hilliard/Wooster Roads.

 

1995 - Rocky River City Hall proposed/considered and citizens stopped - City Halls’ attempt to rezone for several townhouses  to be built at Beach Cliff/Frazier Drives.

 

1995 - Rocky River City Hall proposed/considered and citizens stopped - City Halls’ attempt to privatize Rocky River's city service department which included garbage pick-up and street plowing etc.

 

1996 - Rocky River City Hall proposed/considered and citizens stopped - City Halls’ attempt to rezone for commercial development next to a residential area  at South Falmouth/Lake Road.

 

1997 - Rocky River City Hall proposed/considered and citizens stopped - City Halls’ attempt to make all Rocky River residents pave their Gravel Driveways.

 

1998 - Rocky River City Hall proposed/considered and citizens stopped - City Halls’ attempt to pass a Criminal Trespass Law for anyone walking on a Rocky River Public or Private Lawn.  (Sadly, this is a fact.)

 

2002 -  Rocky River City Hall considered and citizens stopped - City Halls’ consideration to restrict Rocky River citizens from speaking at City Council meetings.

        It is our birthright to stand tall, proud and courageous and to think and act for ourselves.

You should care.  Everything Rocky River city government does affects us either directly or indirectly. 

 

         Our city government does hundreds of things throughout the year.  They do not just pick-up garbage and plow streets.

 

         Nearly 200 pieces of legislation were written and passed by Rocky River city government in 2002.

          

         City government tax/spends millions of our tax dollars meant for us and family to spend. They can rezone a residential neighborhood into a shopping center.  In 1993 they proposed a regional minimum security jail in a residential/business district.  

         

          They not only write and pass laws that control and affect us.  They also enforce the laws to make sure they control and affect us.  This gives them immense power over us.

 

           Isn't it only logical we should be concerned about the tremendous power Rocky River city government exerts over us and our family's lives?

 

           By not attending and speaking out at Rocky River city council meetings we let Rocky River city government do things that will affect our lives without our knowledge or input. 

 

           By attending and speaking out at Rocky River city council meetings we remind Rocky River city government that we care what they do. 

 

           We also remind city government they are there to make our lives better not worse.   Don't settle for less!

How Can Rocky River Citizens

Beat Rocky River City Hall?

         I’m a 13-year Rocky River resident.  I’ve attended Rocky River council meetings since 1993.    

          I’ve been involved in community issues for more than 19 years helping citizens, citizen groups and businessmen in Rocky River and in surrounding communities.  I helped community groups and elected officials as well.

          I’ve helped stop a regional minimum security jail from being built in a Rocky River business/residential area in 1993.  I helped stop city halls’ attempt to privatize Rocky River's 7 divisions of city services, like garbage pick-up, street plowing etc. in 1995.  I’ve been active in preserving Rocky River’s neighborhoods since 1993.  

      You too can make a difference and win!    

         Whenever we decide to take on and stop a Rocky River city government idea that's unpopular, a vigorous and smart citizen opposition is needed. 

         Mostly you will need money, a tireless "fire in the gut" determination to win, and to know your opposition's strengths and weaknesses and how it works.

          You will need to understand the issue your concerned about and be plain spoken about that issue to others.  Don't just voice your opposition to your issue but voice a logical solution to your issue as well.  DO NOT be defined as a group that "has heat but no light."   

          Your opposition will be big, slow and conventional.  What your group will lack in size you will possess in an unconventional style of opposition.  Below, suggests what that unconventional style can be.

1. Identify Winning Goal

       Your whole group must agree in advance what your winning effort will be.  Do you want to stop the idea entirely?  Do you want to shrink down the proposed idea?  Do you want to negotiate with your opposition and seek a more desirable solution?  You can also send out conflicting winning goal messages.

2.  Inform and Build Citizen Support and Trust

        "Control public opinion and you will rule the issue."  Communicate with fellow citizens about your effort and ask them to join or support your group.  Call on political official's support as well.  You will need help.  The opposition already has special interest's waiting in line to help.   

3.  Raise Money

        "Everyone needs money to operate."  Your group's effort may need a consultant or a lawyer.  Services can be donated.  Yet hiring a consultant or lawyer will make your road easier to travel. 

          Fund raising can be garage sales or mail solicitation.  Local businesses or organizations may also support your effort if it benefits them.   It is your call.

4. Speak With One Disciplined Voice and Spokesperson

         All members of your group need to be on the same page.  Speak with one intelligent and disciplined non-contradictory voice.  Also, be careful to whom you speak to.  Remember, "loose lips sink ships!"  Just have one experienced spokesperson.

5. Delegate Responsibilities to the 'right people'

           Everyone has their strengths and weaknesses.  You be the "coach" and decide where this person or that person can be utilized to be most effective for their task and the group's effort. 

           I have found tasks like the media, finance and volunteer recruitment are the most important tasks to be filled initially.

6.  Disagree in Private, Not in Public

           "Do not let the opposition see you sweat, or see you fight with fellow supporters."  Your group will probably be made up of - high octaned, opinionated, budding leaders, axe to grind and government conspiracy theorist - citizens.  Who else would get involved and fight over city issues? 

          Do not let your well-meaning impassioned volunteers be defeated by fighting amongst themselves.

          In private, let your group know, "This effort is their effort and we will work as a team and 'lone wolf-type personalities' will only hurt the group and it's purpose."   

             Remember, there will always be 'hot in-group conflicts' but be prepared to resolve them when necessary and behind closed doors.  Always show unity in public and to the media. 

Remember, Victory is spelled T-E-A-M.

 7.  Carry Out This Final Winning Step and Win!

       It is now time 'your assembled and united group' uses it's energy and ability to finally defeat your opposition and it's unpopular idea.   

            You must direct your group’s ability (through the various means suggested above) directly at your opposition's 'known source of strength' so you can 'decisively influence and neutralize' their ability to carry out their plan.

            Once you have neutralized their strength, you will have effectively 'cut off ' their ability to carry out their unpopular plan that you oppose. 

  Checkmate, You Win!  

"In closing, if your heart leads you to 'oppose' an issue and you know if the issue is stopped you will benefit others.  Even benefit those who will criticize your efforts or whom you will never meet.  In my book before you even start your opposition, you are already a "winner."

          "Rocky River City Government is a combination of a Republic and a Democracy Do not let anyone mislead you on that fact! 

           We are a 'self-government'  where city government officials or citizens can decide city matters.

         Rocky River citizens established this type of government when they passed a 'city charter' 43 years ago to govern all citizens.      

          Citizens recorded tasks in the city charter for city government officials to perform ... to benefit residents.

          Rocky River citizens do not give up any powers.  We only delegate powers to our city government officials. 

          Yes, Rocky River citizens are the masters of their city and do not yield 'their power' to any city official or agency."

      The time we should oppose Rocky River city government is when it acts or proposes ideas for our city that hurt, not help residents. 

      We realize there are times when we must let our city government carry out it's ideas to run Rocky River.  We also must act responsible and not oppose, browbeat or block our city government over any wrong. 

        As, Rocky River city government exists to run our city's services and to benefit citizens.

        We also have a citizen responsibility to observe city government, it's ideas and actions that affect us.

         To oppose, correct and direct Rocky River City Hall for the greater good of residents is all that matters.

    Rocky River’s liberal elite and conservatives will jockey for leadership in the Rocky River 2003 elections.

     For 43 years River elitists told us what is best for us and to shut up. They dominated/imposed a stiff "their-ocracy" on us.

     River elitists wanted a regional jail, a bloated tax/spend city government. They restrict our liberty, privacy, property, expand powerful city government and ignore our editorials.

     Yet determined conservative residents speak out against disconnected liberal elitist decisions from city hall.

     River conservatives want safer citizens, tax cuts and to protect our liberties, privacy and private property. Also, shrink city government’s wasteful spending, size and power.

      Conservative leadership will wrest control and benefit all. 43 more years of liberal elitist domination will not.
