MY TWELVE (12) POINT 'CONTRACT WITH RESIDENTS' (BELOW)

1. REFORM ROCKY RIVER CITY GOVERNMENT.  My ‘Contract with Residents’ when implemented.  Will ‘reform a Rocky River city government’ that runs all the way to the top.  (1) It will bring less tax.  (2) Less city government.  (3.) 2. LIMIT TAXES, SPENDING AND SURPLUS OF ROCKY RIVER CITY GOVERNMENT.  REFUND EXCESS 'SURPLUS MONEY' TO TAXPAYERS.  (1) An approximate ‘.6 billion dollars’ or ($610,263,582.99) has showed in the City of Rocky River’s ‘proposed spending budgets’ from 1990 through 2006. 3. CUT CITY INCOME TAX - FOR ALL ROCKY RIVER RESIDENTS AND BUSINESSES – In 2003 - $42,474,266.00 is Rocky River city government’s ‘Total Net Assets’.  $26,635,650.00 is Rocky River Waste Water Treatment Plant’s ‘Total Net Assets’.  $69,109,916.00 is the combined ‘Total Net Assets’.  I want Rocky River city government to return some of their 'Total Net Assets' back to the taxpayers in the form of tax cuts.  SEE MY 'ROCKY RIVER CHARTER PROPOSAL' THAT ONCE PASSED WILL FINALLY BRING 'TAX RELIEF' TO ROCKY RIVER RESIDENTS AND FOR THOSE WHO DO BUSINESS IN ROCKY RIVER'  (CLICK ON AND READ MORE!)

4. LESS ROCKY RIVER CITY GOVERNMENT -  Shift 'Decision Making and Money' out of the hands of the mayor - to the control of Rocky River's separate Wards and their Ward City Council Members.  Then Shrink Rocky River City Council to just 5 Wards and 5 Ward Council Members and no Council Members At-Large.  Currently there are 7 council members.  My proposal once passed will get rid of 2 council members that are on the payroll now.  (CLICK ON AND READ MORE)

5. 6. PROTECT ROCKY RIVER CITIZEN’S RIGHTS - (1) City Hall once considered a ‘criminal trespass law’ for almost anyone walking on a Rocky River Private or Public Lawn (like a city park) - without permission.  (2) City Hall once considered restricting citizen speech at council meetings. (3) I uphold 'The United States Declaration of Independence' "that all men are created equal".  (4) I uphold 'The United States Constitution' "We The People".  (5) I uphold 'The United States Bill of Rights' in 'my non-attorney opinion' without The United States Bill of Rights that guarantees 'The Rights' of every American, The United States Constitution would not have been ratified.  (6) I uphold 'The State of Ohio Constitution and The State of Ohio Bill of Rights' in my 'non attorney opinion' is even more strict in it's effort to guarantee 'The Rights' of every Citizen of Ohio.  (7) I uphold 'The Charter of Rocky River'.   Are we a country of laws or special interests?  (8) Those in 'public service' who 'violate the rights' of fellow residents do not belong in and should resign from public service! 7. EQUIP ROCKY RIVER FIRE AND POLICE – I want to see a new ‘around the clock’ fire substation in the Beach Cliff Area and Northern part of Rocky River.  I want all Rocky River Arson Fires solved.  I want to see Rocky River Police 'foot and bike patrols' in the neighborhoods.  I feel one police motorcycle is not enough.  Wouldn't you like more police and fire protection?  WOULDN'T YOU LIKE TO SEE FEET ON THE STREET?  (CLICK ON AND READ MORE!)

8. 'INDEPENDENT AUDIT WITH CITIZEN OVERSIGHT' YEARLY - from 1990 to 2006 an approximate ‘.6 billion dollars’ or ($610,263,582.99) showed in the City of Rocky River’s ‘proposed (spending) budgets'.  I want to find out where every nickel and dime of the taxpayer’s actual money went (Who got what?) - from 1990 to the present - and for every year after.  I want all 'Rocky River City Government' financial information from 1990 through 2006 on the City of Rocky River's Website.  WOULDN'T YOU LIKE TO KNOW 'WHO GOT WHAT' OF YOUR TAX MONEY? HELP NEEDY ROCKY RIVER RESIDENTS - WITH NEW 'COMPASSIONATE PROGRAMS' – There are many in need in Rocky River - yet afraid to ask for help.  We may know and want to help that someone.  Residents who are in need in my opinion are the weakest of the weak and need fellow residents with 'big shoulders' to lift them up.  I want to see all residents in need, helped. ESTABLISH CITIZEN SAFETY AND HEALTH BOARD - (1) I want to find and remove - all safety and health hazards that threaten Rocky River residents.  (2) Do 'gas lines and electric lines' run together in Rocky River's sewer lines?  If so, does the law allow this?  (3.) Is there an 'old (not used) city dump' on Lake Road across from Bradstreet’s Landing since 1948?  If so, I want it removed!  (3.)
